What is Title I?
Title I is short for "Part A of Title I of the Improving America's Schools Act of 1994, Reauthorization of the
Elementary and Secondary Education Act of 1965." Title I took effect July 1, 1995, replacing Chapter 1.
Title I is the oldest federal education program in existence today. In keeping with Federal guidelines of the Title
I improving America's School Act of 1994 (IASA) and the Commonwealth of Virginia's educational assessment mandates,
Chesapeake Public Schools' Title I program spans grades K through 5 in the instructional areas of reading and mathematics.
The Title I teacher and the regular classroom teacher work collaboratively toward meeting the needs of each Title I child.
The purpose of Title I services is to help students to:
- Succeed in the regular academic program.
- Learn skills and knowledge appropriate for the grade level.
- Improve mastery of basic and more advanced skills.
Title I Serves Children Through Two Programs:
Schoolwide Programs are in schools where 50% or more of the children are receiving free and reduced lunches.
All students in Schoolwide Program schools can be served. Schoolwide programs can combine Title I funds with federal,
state, and local funds to improve school programs.
Targeted Assistance Programs are in schools where less than 50% of the children are receiving free and reduced
lunches. In Targeted Assistance Program schools the Title I teacher works with students that the classroom teacher has
identified as in need of instruction in the areas of reading and mathematics.

Parent Advisory Council (PAC)
Parent Advisory Councils (PAC) - Each Title I school is required to have a Title I Parent Advisory Council (PAC).
The Principal of the school selects two parents to serve as chairman and co-chairman of the school's Title I PAC.
Title I teachers work with the school's principal and the Parent Advisory Council chairmen in developing a Title I
Parent Policy for the school. All Title I schools are required to hold an annual Title I meeting at the beginning of
the school year. This affords the parents the opportunity to learn more about Title I and begins a communication process
between parents/teachers/school administrators. The Parent Advisory Council plans and carries out other Title I programs
throughout the school year. See your child's Title I teacher to find out the date of the next Parent Advisory
Council meeting.
District Parent Advisory Council (DPAC)
The District Parent Advisory Council (DPAC) is an organization made up of the chairperson and co-chairperson from each
of the 10 Title I schools and central office Title I personnel. A DPAC policy is written at the beginning of each
school year which includes the philosophy of the organization and the meeting dates and topics for parental programs.
Annually, the Program Administrator for Federal Programs discusses the Title I application, budget, evaluation, and
other key components of the Title I program with the chairperson and co-chairperson from each of the 10 schools.
