Planning for a New Elementary School

In alignment with our Capital Improvement Plan, the construction of our newest elementary school is underway in the Culpepper Landing neighborhood in the Deep Creek area of Chesapeake. The school has a projected opening date of Fall 2027 and will house students in grades PK-5.

As a result, new attendance zones must be established drawing from the current Cedar Road Elementary, Deep Creek Central Elementary, Deep Creek Elementary and Grassfield Elementary attendance zones. Great Bridge Primary and Great Bridge Intermediate zones are minimally impacted.

The school administration presented a Proposed Plan for the Establishment of New Attendance Zones for the Culpepper Landing Location to the School Board on January 26, 2026.

The proposal outlines four attendance zone options for School Board consideration.

Key Considerations for Rezoning:

  • Portable Reduction: Developing zones that result in the fewest overall portable classrooms across all impacted school communities.

  • Capacity & Enrollment: Balancing student populations with building limits to effectively reduce overcrowding.

  • Transportation Efficiency: Minimizing the impact on district resources and maintaining cost-effective bus routing.

  • Long-term Stability: Creating durable boundaries that account for future residential growth and development projections.

  • Neighborhood Integrity: Maintaining cohesive communities by minimizing the splitting of neighborhoods between different school zones.

Several opportunities are available to learn more and share your feedback on the proposed attendance zone adjustments:

In addition, families living in the impacted attendance zones have the opportunity to complete a survey to share their feedback on the rezoning plan. The deadline to complete the survey is February 12, 2026.

If approved by the School Board, the new attendance zones will take effect in September 2027.
